Digital learning activity in New Jersey is limited and occurs largely at the district level. There are at least two programs that offer supplemental online courses. The New Jersey Virtual School has offered tuition-based supplemental courses to students in grades 6–12 since 2002. VHS Learning, a national consortium of school and district members, partnered with 42 New Jersey schools and had 1,578 course enrollments in SY 2021-22.
State Policies
No major legislation impacting online and/or blended learning was passed January through August 2022.
In 2014, the New Jersey Supreme Court ruled that the Charter School Program Act permits the commissioner of education to grant charter applications to schools that use blended teaching methodology, since it was the legislative goal of the Act to permit “a variety of educational approaches which may not be available in the traditional public school classroom.” However, no full-time online schools have been authorized through November 2022.
