Oregon has multi-district fully online schools, district-level part- and full-time online programs, and the Oregon Virtual School District (ORVSD), a program supporting digital learning statewide. Twenty multi-district fully online charter schools served 15,030 students statewide in SY 2021-22 after serving 16,994 students in SY 2020-21.

ORVSD, in partnership with the Northwest Regional ESD, is a statewide network providing courses for students in grades K-12 through a course catalog. Courses are from Florida Virtual School, aligned with Oregon standards and delivered through two learning management systems. Secondary student options include core, electives and credit recovery courses. Credit recovery courses are self-paced, give students nine weeks for completion, and have a “test-out” option.

A number of districts operate digital programs through ORVSD and independently.

  • Hillsboro School District’s Online Academy offers part- and full-time options for grades K-12 and uses Florida Virtual School Global for all core courses.

  • Bend-La Pine Schools Online offers both full- and part-time options.

  • Beaverton School District Flex Online students in K-2 use iPads and those in grades 3-12 use Chromebooks provided by the school district.

  • Eugene School District Online Academy offers both part- and full-time options for students.

  • Salem-Keizer Public Schools’ EDGE program gives students in grades K-12 a full-time online learning option.

  • Portland Public Schools has a Virtual Scholars program for high school students.

OSU Extension, Portland State University Independent Study, and Chemeketa Community College Early College offer dual credit early college programs for high school students.

The Oregon Digital Leaders Coalition is a collaboration of online educators from virtual charters, district online programs, and other digital learning stakeholders in Oregon. The organization sponsors online learning professional development and advocates for digital learning across the state.

State Policies

No major legislation impacting online and/or blended learning was passed January through August 2022.
